SENATE CONCURRENT RESOLUTION NO. 26

Requesting the United States Congress to support procurement of the C-17 Globemaster III Aircraft and ensure its assignment to the West Virginia Air National Guard.

Whereas, The West Virginia Air National Guard provides critical support to the citizens of West Virginia and the United States Air Force during times of national and state emergencies; and
Whereas, West Virginia's Air National Guard Tactical Airlift Wings has consistently been rated among the best flying units in the Air Force; and
Whereas, The future viability of the West Virginia Air National Guard is dependent upon the acquisition of modern and capable aircraft like the C-17 Globemaster III; and
Whereas, The assignment of a wing of C-17s to the West Virginia Air National Guard will ensure that the state's Air National Guard units will be able to support the needs of the State of West Virginia and the nation for decades to come; and
Whereas, The conversion of one tactical airlift wing to the C- 17 Globemaster III will mean that West Virginians will be assured of a position in the Air Force for many years to come; and
Whereas, The acquisition of the C-17 Globemaster III by the West Virginia Air National Guard will bring a number of full-time employment opportunities to the state and will give West Virginia the distinction of being only the second state in the union to receive the Air Force's premier strategic aircraft; therefore, be it
Resolved by the Legislature of West Virginia:
That the Legislature hereby urges the United States Congress to fully support the procurement of the C-17 Globemaster III and ensure its assignment to the West Virginia Air National gGuard; and, be it
Further Resolved, That the Legislature urges Congress to support the President's Fiscal Year 2000 budget request for the C- 17 Globemaster III and expands its commitment beyond the 135 aircraft identified to provide additional C-17 Globemaster III aircrafts, to solve the airlift shortfall, to promote peace and stability, to secure jobs for West Virginians and strengthen the long-term viability of the West Virginia Air National Guard; and, be it
Further Resolved, That the Clerk of the Senate is hereby directed to forward a copy of this resolution to the Governor, each of the members of West Virginia's congressional delegation, to the Chairman of the United States Senate Armed Services Committee, to the Chairman of the United State House of Representatives National Security Committee;, to the United States Secretary of Defense and to the Chief of the United States National Guard Bureau.
